Why can't I send email from my email client when not using my Network/ISP?

Setup Mail to Send From Any Network: Outlook 2000

Most ISP's employ a security feature which prevents unknown users from sending messages from their networks. It is to help prevent the propagation of SPAM and Viruses. The result of this, however, is that it may prevent a user from having the ability to send mail via his or her email client. It is possible to send mail from any ISP or Network if Secure Password Authentication is set up on the email client for the account.
